What happened?
ZATCA announced on 29 June 2026 that the cancellation-of-fines and exemption-from-financial-penalties initiative was extended for six months from 1 July 2026. The current window therefore runs through 31 December 2026.
T&M is treating this as a live deadline guide rather than backfilling the June announcement as new news.
Key details
The Arabic-language official announcement says the initiative includes specified penalties for late registration, late payment and late filing across tax regimes, as well as the penalty for correcting a VAT return.
Eligibility conditions include being registered for the relevant tax, filing all required returns and paying the principal tax debt. ZATCA also says an instalment request can be made during the initiative, subject to compliance with the approved payment plan.
Who is affected?
ZATCA states that the initiative does not cover tax-evasion penalties, penalties imposed under Article 45 of the VAT Law, penalties already paid before the initiative, or penalties connected with returns due after 30 June 2026.
Businesses should therefore classify each penalty and the related return period before assuming relief is available.
Why it matters
The commercial value of the initiative is strongest where a taxpayer has historical compliance failures but can regularise the underlying returns and principal tax. It is less useful as a general waiver for future non-compliance.
With the year-end deadline approaching, taxpayers considering instalments should allow time for the request and plan approval rather than treating 31 December as the date to begin the process.
