What happened?

The UK published its e-invoicing implementation roadmap on 28 October 2026. It explains the route to mandatory electronic VAT invoices from 1 April 2029, following the mandate announced at Budget 2025. The new development is the implementation roadmap, rather than a first announcement of the mandate.

Key details

VAT-registered persons, including public bodies, are intended to issue and receive structured e-invoices unless an exemption applies. PDFs alone do not meet the roadmap’s definition of an e-invoice. Peppol will provide the core interoperability framework. Digital reporting of invoice data to HMRC is separate: the government is consulting at an early exploratory stage and has not decided whether to introduce it.

Who is affected?

UK VAT-registered businesses and other organisations should assess their invoice processes, including UK operations of international groups. Detailed scope and exemptions remain to be confirmed.

Effective date / timing

Key requirements are expected between October 2027 and April 2028, allowing at least 12 months to prepare. Testing and onboarding are planned for April 2028 to April 2029. The target start is 1 April 2029; legislation and detailed requirements remain ahead.

Business impact

T&M assessment: group finance, tax and technology teams can map invoice flows and data ownership now. Overseas e-invoicing experience may help implementation planning, but UK specifications must be checked independently. A PDF-based process should not be assumed to satisfy structured-data requirements.
