What happened?

Qatar’s General Tax Authority has announced that the Global and Domestic Minimum Tax (Pillar Two) Registration Service is available through the Dhareeba platform.

The GTA invites multinational enterprise groups within the scope of the rules to complete initial registration within three months from the date the service is activated. Because the announcement expresses the deadline by reference to activation rather than a separate calendar date, Tax & Markets has not converted it into an inferred fixed deadline.

Key details

The GTA says the service is designed to collect core group information, identify the Ultimate Parent Entity and identify the local entities subject to the Pillar Two rules.

Where a group has more than one entity in Qatar, the registration process includes designating one local entity as the primary contact. That makes internal ownership of the filing process an early practical decision for groups with multiple Qatar entities.

Who is affected?

The GTA announcement refers to MNE groups that meet the Pillar Two revenue threshold, described as consolidated annual revenue of at least EUR 750 million in at least two of the four preceding fiscal years.

Groups near the threshold, groups with reorganisations, and groups with more than one Qatar entity should avoid treating registration as a simple portal task before confirming the group perimeter and responsible entity.

Why it matters

The launch marks a shift from legislative framework to operational administration. For in-scope groups, the immediate work is data ownership and entity mapping rather than the calculation of top-up tax alone.
