The agreement was signed in September

Oman's Foreign Ministry confirms that Oman and Rwanda signed an agreement addressing avoidance of double taxation on 8 September 2026 in Salalah. It was part of a package containing two agreements and six memoranda of understanding.

The other agreement concerned visa exemptions for specified passport holders. The tax agreement must not be confused with that separate instrument or its later ratification notices.

Signature is the verified current stage

The reviewed signing announcement does not publish the tax treaty's text, entry-into-force date or tax-specific application dates. The Foreign Ministry labels its English account an unofficial version of the Arabic report.

T&M's treaty catalogue already records the relationship as signed. This article supplies editorial coverage of that development without changing it to an in-force treaty.

Why the distinction matters

T&M analysis: a signed treaty signals intended cooperation, but investors cannot derive usable withholding rates from the announcement alone. Residence, beneficial ownership, permanent establishment and anti-abuse provisions need the actual text.

Businesses considering bilateral projects can prepare an inventory of income flows and the current domestic tax treatment. That baseline makes a later treaty review faster and reduces the risk of modelling relief prematurely.

The next authoritative evidence

Monitor publication of the treaty and official notices from either competent authority on ratification and commencement. Match the applicable date to the relevant tax and income period.
