What happened?

The Netherlands published its ViDA Single VAT Registration implementing law on 19 October 2026, following signature on 7 October. It amends the Dutch VAT Act and is enacted legislation, with application phased over several dates.

Key details

The law takes effect on 1 January 2027. Article II provides an interim treatment for specified gas, electricity, heating and cooling supplies until 30 June 2028. Article III applies from 1 July 2028 and includes a special scheme for transfers of a business’s own goods between Member States. Article IV makes further changes from 1 July 2029.

Who is affected?

The development is relevant to businesses supplying EU consumers or moving inventory between EU countries, including non-EU groups using the Netherlands in their distribution model. Eligibility depends on the transaction and the relevant scheme’s conditions.

Why it matters

T&M analysis: implementation planning needs a transaction map rather than a single ViDA deadline. Identify consumer sales, domestic supplies and inventory transfers separately, then test which scheme can cover each flow and which local obligations remain.

Business impact

Finance teams should reconcile VAT registrations, stock movements, return data and input-tax recovery processes before changing their filing model. The law’s publication does not permit immediate cancellation of existing registrations or early use of the July 2028 scheme.
