Updated 11 October: the law has been published

Regulation (EU) 2026/2108 was signed on 16 September, published on 19 September and entered into force on 20 September. This update replaces the earlier account describing Parliament approval and publication as pending.

Article 287 sets general application from 21 September 2027, subject to exceptions. Certain institutional and enabling provisions apply from entry into force; specified distance-sales and data provisions apply from 1 July 2028.

The handling fee follows its own trigger

Article 287(4) makes Article 20(2)'s Union handling fee applicable ten days after the fee-setting delegated act enters into force. Article 286 required initial adoption of that act by 29 September 2026.

The primary-source search for this update did not establish the adopted fee-setting act or its amount. The earlier article's fixed 1 November assumption is therefore removed. The statutory adoption deadline is not proof of adoption or commencement.

What the operational transition means

T&M analysis: exporters, platforms and customs representatives should map responsibility for the importer role, customs data and payments before designing systems changes. The legal commencement of the regulation is one event; application of a particular obligation is another.

Use an obligation register with the governing article, applicable date, implementation dependency and business owner. This is more useful than a single go-live date attached to the entire customs reform.
