What changed?
The announcement identifies a 13% VAT export rebate rate for the listed new-energy vehicles.
A 9% rate applies from 1 April 2027, using the customs declaration’s export date.
Practical consequence: Review supplier quotations and export-date assumptions; do not translate the rebate reduction into an automatic GCC price increase.
What happened?
China’s Ministry of Finance and State Taxation Administration issued Announcement No. 29 of 2026 on 12 October 2026. For new-energy vehicles listed in Annex 1, the VAT export rebate rate falls from 13% to 9% from 1 April 2027. This is an issued measure with future application.
Key details
Coverage follows the annex’s Chinese commodity codes and product descriptions. The list includes battery-electric vehicles and specified externally rechargeable hybrid vehicles, with passenger and commercial categories. Buyers should verify each model’s export classification with the supplier rather than assume every vehicle marketed as a hybrid qualifies.
Who is affected?
Chinese exporters are directly affected. GCC importers, distributors and fleet buyers may be commercially affected through supplier quotations and contract negotiations.
Effective date / timing
The announcement is dated 12 October 2026. The new rate applies from 1 April 2027, determined by the export date recorded on the Chinese customs declaration. An order, invoice, payment or GCC arrival date alone does not determine the applicable rebate.
